the annual inspection he has the car on the lift with the wheels hanging free. The tech tries to lift the wheel with his arms. If there's any play in the joint it shows up. He also tests it with a 3' pry bar. Any play is an automatic fail.
Just being able to move it with your fingers is not really a good test.
As others note, they are cheap and not hard to replace. I DK, but Febi/Bilstein are probably fine. TRW, too.
