The shock itself finally lets the fluid out from wear and when that happens, the spring inside is not of much help since the tensioner will jump up and down without the oil dampening effect.
The swing arm needle bearing goes dry and start to wear and it will start to bind, not being able to keep the tension when the belt is flexing.
If you have the time and interest, it can be possible to extend the life of the pulley bearing the way you describe but it is not feasible for a shop to fiddle around like that.
