It could be salvaged if the neck has not rotted beyond the "tab" on top of the neck. That "Tab" is the raised stopper used to stop the hose from being pushed too deeply onto the neck. File it flat, but first clean away all the rotted parts of the neck until you get to the strong portion, connect the hose, tighten the hose clamp. To help ensure that the hose does not pop out again, use a ziptie to connect the hose clamp to the radiator.
