Sorry to hear you're having transmission issues.
The clutch does have its own master cylinder, separate from the brakes. It shares the reservoir with the brakes but is otherwise unconnected.
The quote seems in line with what I'd expect. You want to MAKE SURE they actually use the official Saab hydraulic bits, as even "OEM" (but not actually Saab) parts have a black history in 9000s. I can comment first hand on that. You can use whatever clutch disk and pressure plate you desire.
However, it'd be useful to try a test just to make sure it really is a clutch issue at hand. With the car switched off and the clutch pedal depressed, try rowing through the gears. Do they feel normal? If not, there could be an issue with your shifter isolator or an internal problem in the transmission itself.
Odds are that your instincts are correct and that the clutch is dragging somewhat. Even in that scenario though, you might be able to have the system rebled to restore proper operation.
As long as you don't pound on your car, I'd guess you still can drive it while keeping tabs on the problem's progression, saving up for whatever course of action you determine to take. Happy New Year!
