When you remove the cap from the PS reservoir you'll see inside the reservoir a metal doughnut which is the top of your PS filter. Remove the filter and examine its inside surfaces carefully for metal bits. I don't know whether the absence of metal bits is proof that the pump is okay, but it would be an encouraging sign. If metal bits are found, then they would have traveled to the filter from the rack.
A writeup at townsendimports says that damage to the pump at the pulley seal is a sign that the pump has been run dry frequently. You can get a junk yard pump from a reliable source like Goldwing for about 1/3 the cost of replacing the rack.
There is a procedure for flushing the PS system at the end of the townsend article, and a similar flushing procedure written up by quasimotors.
If you don't see bad news in the filter and you're feeling lucky, then fix the leak, buy a few bottles of quality PS fluid (my '96 likes Valvoline Max Life)and flush the system. If the filter looks okay and you don't trust your luck, then fix the leak, install a junk yard pump and flush the system. Look for metal bits in the fluid you flush out regardless. I would replace the PS filter after flushing, which will cost about $25.
If you're lucky someone with relevant experience will reply who can give you a more definitive answer.
