Troubleshooting recirculate flap motor

The recirculate flap does not open or close at all when I push the recirculate button inside the car. There is a electrical connector, just before the motor that drives the flap. When I apply 12 volts with jumpers from the battery the motor moves the flap fully open and closed (when I reverse the leads).
When I put the voltmeter leads to the connector and push the recirculate buttom I get +12 volts at the connector (and -12 volts when I push the button again). So it seams it should be working. So what gives? Does this have something to do with the motors resistance being higher than normal? On a well functioning car I would imagine that the motor offers back resistance that tells the system to stop applying 12 volts + or - ? I have little electrical knowledge.
