As BobS stated, was the ECU you used from the same year car? If not, it will run rich because the coolant temp sensors changed in 1995. Note that I might have an extra 1994 CS/CSE Turbo ECU for sale (I upgraded to an Aero ECU). Is your car a turbo or Normally Aspirated (no turbo)? If it's a turbo, all 1994s are full pressure turbos.
Do you know how to read the "flash codes" shown by the check engine light? Basically, you turn the ignition on, but don't start the car, then count the pulses (1 - 9) - if there are more than one code, you might get multiple faults shown.
