I had both towers in my 94 Aero with the problem. I fabricated replacement reinforcements and wheelhouse skins and was done in a day. The jam nuts on the upper shock shaft will probably be a rusted too. When everything is apart, look at the fender lips and the rear inner wheelhouse. Check for soundness by tapping with a pick hammer or similar. Rust lurks there very often as well(dull thunk). The repair must be done correctly or you risk the shock punching through and breaking the upper reinforcement with loss of control of your car.
