It depends on how you are measuring. Many of the different SRS connectors in many cars have a fail safe cross connector so when you unplug a connector you still have a closed circuit.
So if the air bag is removed from clock spring and you have also unplugged the orange connector on the other side of clock spring and are measuring that way, it might just normal what you see.
I can't remember how the setup is on the 9000 but take a good look inside the connector if you see something connecting both pins.
