If the small fan in front of the radiator is not turning on when the compressor clutch is engaged, then there is a fault someplace. The small fan and clutch are operated by the same relay from the same power source and signal. fan and clutch operation are primarily controlled by the defrost thermo switch sensing the evaporator temperature.
The large fan behind the radiator is controlled by engine temperature and A/C high side pressure. Either one or both can turn on the large fan. The EDU turns on the fan per engine temperature, and a pressure switch on the receiver dryer turns on the fan for refrigerant pressure.
These 2 functions are the primary controls of the large fan and normally control the fan. Other components in the system can affect fan operation if normal operating conditions occur.
If the small fan is not operating check low speed fan relay M, wiring to the fan, the fan connections, and fan ground.
