If you are using the ecu from the 95 and it's OBD1 then it shouldn't look for a second o2 sensor. However, you're cel could be related the EVAP canister or due to the fact that you have your gas cap loose to vent the tank.
TBA I've never had or heard of a failure related to the EVAP canister so I can't be of much help there. A couple guesses would be to check the vacuum lines and wiring, and make sure the canisters have the same Part Number for both years (if they aren't, try the one from the 95.)
