I would start with the throttle body and look for loose hose connections in and out of the AIC idle control. Many of us have had to re-epoxy the lower brass insert to the throttle body; if that brass fitting is out you have a severe air leak at idle and the fuel mixture is wrong, if the hoses are loose you would have additional air above idle which would cause surging.
Then check all the vacuum lines for integrity; a bad line to a MAP sensor would retard ignition advance and make performance when running uphill miserable. It is also possible that you have a sensor that is finally toast. The Bosch LH system will blink the CEL with a code that you can look up as Don suggests.
