Electrical, blown fuse = bad relay?

1995 Saab 9000 CDE 3.0L V6. Open the door and clicking noise from fuse box by passenger’s feet. Interior lights out, door locks will not work either by using the switch or turning the key. When I press the door lock switch a buzzing noise comes from the dash and the dash indicators show that the trunk is open. Starting the engine shows that the trunk is open as well. When I look at fuse #16 (15amp) it is blown. When I replace that fuse all the interior lights begin to work along with the door lock switch. The trunk no longer shows as being open according to the dash indicator; however when I start the engine AND THEN put the car in reverse the #16 fuse blows and the interior lights go out along with the door lock switch and the trunk shows as open.
Could this be the interior light relay (part #9515099)?
Or the reverse light relay?
Or an electrical short somewhere in which case the Indianapolis Saab dealer will perform a lobotomy on my wallet to figure out the cause?
