Well right, the question is why is you radiator staying cold.
By far the two most likely situations are that 1) the new thermostat is bad or 2) the radiator is clogged.
If you still have your original thermostat, bust the center out of it, and install it, run the car, and see if it still overheats and has a cold radiator. If thats the case, you can be pretty damn sure you have a clogged cooling system.
The other thing you can do that doesn't require destroying a thermostat, is to put the new thermostat in boiling water, and see that it opens properly.
