About half of the radiator neck crumbled to power when I removed the hose. The remaining half was still solid and it could very well make a nice and tight connection to the hose. So I did the following and it held for more than 2 years and still counting, no issues at all so far.
To ensure that no more broken plastic pieces would come off the neck and damage the water pump or plug up some passages, I removed those portion of the neck that felt week. Then I taped the neck with duct tape. The taping is done in 3 steps.
1. Longitudinal taping from inside to out, around the neck with decent overlap.
2. Circular taping around the neck, half in and half out.
3. Circular taping around the "half out" of step 2.
Then I installed the hose with some coolant working as lubricant.
Tighten the hose clamp (be sure not too much, lest it damages the remaining neck.
Since the neck now is without the raised "bump", I used a ziptie to tie the hose clamp to the radiator to ensure that the hose would not pop out.
Good luck.
