Crankshaft Pulley Bolt Tightening '96 Manual

Is the only way to tighten the crankshaft pulley bolt on a 96 manual is to remove the starter and jam the flywheel? I tried having all four wheels on the ground, e-brake pulled and tranny in 4th and I'm not able to torque it. Gotta be an easier way but I dont see any way to access the flywheel from the top of the tranny. I dont have air tools. Anyone been in this boat before?
