Ray, take the aquarium cover off to expose the heater heater box, blower motor etc.
Have someone move the temp inside the cabin, from hot to 82 while you look into the aquarium. You should see the cable coming from the firewall begin to actuate an arm attached to the flappers built into the blower motor housing. If going from HI to 82 causes FULL movement of that cable and flapper, then I'd say your issue is the ACC unit. If the cable only moves a little and stops, then keeps moving bit by bit as you go from 82 to 80, 78, 76 etc., then that tells me the ACC unit is moving the cable / flapper accordingly and the issue is elsewhere.
I don't know how the cabin air temp sensor works, and is incorporated into the design / logic of the ACC), but its definitely plausable that it could be the issue. EX: The unit MAY be programmed so that on HI, it just plain old ignores all cabin air temp input, and goes full range on the cable / flapper for max heat. Once off HI, it may incorporate that input into the logic and if that sensor is bad, it may be "reading" 200*F, which would "tell" the ACC unit that you need as much cold air as possible, instead of mixing to get the desired temp.
