I examined my 96 engine, and understand what happened. That bolt is an M8 (right hand thread)of some length that was overtorqued into the cast aluminum boss. If I am in your spot, I would try to rent an electric drill with a flexible drive, purchase some M8 helicoils (right hand thread) and go in through the right side wheel well liners. I'm not sure, but it looks like that boss is on the timing cover.
Helicoil fixes are not difficult. Visit your local NAPA, Autozone, or Fastenal to find metric inserts. The flexible drive will allow you to drill the aluminum boss orthogonal to the timing cover with a drill guide.I'm sure someone has written a Wiki that will describe more than you need to learn about helicoils.
Before you do anything, remove the tensioner, and with a high intensity flashlight, check that the cast boss hasn't developed a crack. If it has, it's time to visit the boneyard and buy a replacement aluminum part. This functionality (serp belt tension) is too important to trust it to a JB Weld hack job. Good luck!
