Yes, there is oil in the DIC, and one of the failure modes is that the white plastic case enclosing one of the oil-bathed coils cracks and the oil leaks out - and this may be what you are seeing, or it may be some oil that escaped the valve cover gasket. The coil is basically a small oil-bathed transformer, similar in concept to what you see on utility poles in the alley (or wherever yours are).
I recently took an old DIC apart to salvage the black plastic lower half for a unit I bought on Ebay (sorry, didn't take any pictures); the bottom of that one was damaged but functional. The bottom half detaches easily with about ten Torx-head screws. My failed unit had oil leaking from one of the coils, chamber was mostly empty.
