I wonder if its something dumb like a loose puck on the wastegate itself that flaps all over the place, building and letting boost. I wouldn't think so, but stranger things have happened.
My $0.02 is that you've got a something f'd with the TCS, whether it be throttle body, safety valve....
....if you have a spare one, it may be worth a try to change out the pedal potentiometer. That's what really tells the ECU what the pedal is doing. If yours is good for some range of motion, then it "tells" the ECU the incorrect pedal position. Like having a bad throttle position sensor.
I'm no fan of the "throw parts at the problem until its fixed" game, but if you have a spare one, I'd try that for grins. Cheap & easy. Gotta start narrowing down what it ISN'T at this point.
