A classic open tstat failure would be shown by the the car being able to warm up to at least some degree stopped or in traffic, but then immediately cooling at higher speeds (due to the extra cooling power of higher speed air moving across the radiator). A engine running cool will still provide some heat to the heater core.
Replacing the tstat isn't bad. Follow the top radiator hose to the back of the head, and it's located in the aluminum housing. The part isn't too expensive and I hope a shop wouldn't charge more than 30 min of labor.
Try touching the top radiator hose after a drive. My guess is that it will be luke warm, but if it's nice and hot despite what the gauge says then you might start thinking about the gauge or temp sensor (more likely) being the issue.
