Over the years, I have removed several, and have always ended up using just a very large flathead screwdriver and a small sledgehammer. (I've tried building the home-made tools, but never had any luck).
Be patient, and with a little trial and error you will figure out just the right position/angle to put the screwdriver head against the tab, and the right amount of force to hit it with. Don't hit it too hard or you will break the tab and have to move on to the next one. I always break at least a couple but have never mangled them so badly that they couldn't be reused. Again, be patient, I probably spend about 10 minutes and tap the thing a few hundred times until it gradually loosens.
Also, as other suggested, pre-soaking in penetrating oil is a good idea and probably does help.
