When I got my '96 at 90K miles I also had trouble with getting to 5th. Turned out the tapered pin in the linkage needed to be driven in a bit more and all was well. Didn't do the whole linkage until 155K. Also check the tranny mount. That can also make a difference in your shift linkage. This mount can fail suddenly as it did on my daughter's '95 CS.
Start with the upper motor mounts and go to poly in at least the front one at the engine. The back one can stay rubber and be fine. If the uppers are worn badly be sure to check the lowers. I have 2 9Ks with over 170K on each and have never had a problem with the lower mounts.
Some here find the Bilstein HDs too hard. It's a matter of choice, and how the roads are where you live. My '96 is a CSE with Aero suspension (Sachs shocks/struts) and rides fine here in bumpy road New England. But if I lived someplace with smooth roads I'd maybe go with the HDs.
But shocks are only part of handling. If you are doing suspension work, spend the money on a set of SAS sway bars. At 25mm thick vs the stock 19mm, they transform the car. Without them the 9K does not have enough roll stiffness, so it will still lean a lot in hard corners, even with stiffer shocks. With the bars it will corner flat and make all four tires do the job. It's the best $400 you can spend on a 9K. Do control arm bushings and maybe tie rod ends while you have it apart.
