One area that sometimes gets over looked is... the cruise control. Can you get on the freeway and engage cruise control and have it hold that speed?
If you Can, skip the rest of this, but if it will not hold the speed...
on a five speed there a switches on both the brake and the clutch, on an automatic only on the brake. If you touch any of the pedals while cruise is enabled.... the car will stop boost from occurring, the thought is that you don't want the added power if you are on the brakes (or about to change gears). you can look at the pedals to see if the switches are properly adjusted, think about a break light switch, just like that, but backwards (meaning closed when pedal is not is use, brake is closed when brake *is* in use). you can put a jumper around them to bypass to see if this is your problem. BUT if you do this remember to put it back and correct the issue.
But, I would FIRST start with the waste gate actuator arm, make sure it is on the post on the turbo... If it is *not* then the waste gate will open under minimal boost (like none...) and you will not get the turbo to spin up...
