Fuse 17 is the power for the ACC and all the associated actuators, fans, etc. Current for all these components run through fuse 17, except for the main cabin fan. Although the cabin fan power does not go through the ACC the ACC does control the fan speed. If the fan speed module is bad, it may affect current draw through the ACC module. It maybe worthwhile to disconnect the fan speed module to see if that affects fuse 17. Otherwise any of these actuators etc, could overload fuse 17. I would not assume the ACC controller is bad, although a look inside might reveal a heat affected component form excess current.
