The front brakes on any car must be much more effective than the rear. During braking the center of mass will tend to follow the wheels with the most force on them (strongest brakes). This is a caster effect. I was brought up on a lake. When it was frozen (in the 50s before global warming) we would sometimes use the lake as a short cut to town. For fun we would sometimes pull the hand brake which would immediately put the car into a spin. The good thing about the Saab 900 the hand brake worked the front wheels. Those aircraft engineers knew that small planes with tricycle landing gears only had a brake on the front wheel.
