Some info to consider:
* As scrap aluminum, a set of four wheels at 22 lbs. each is worth about $88 - $100, so this is the starting point for determining pricing.
* There is really NO demand for 9000 15" wheels other than as replacements for a 9000, and there is a diminishing number of 9000s on the road. The only cars that will accept these wheels are 9000s and perhaps a Ford Focus, due to the four bolt pattern and hub diameter.
* As a comparison, last fall I shopped for 15" Audi A4 alloy wheels (smaller size that came on the base model A4) for some snow tires that I had. I found that wheels in bad cosmetic condition (classification as "grade C") went for $35 each, reasonable condition wheels went for $50+ each. I think that I paid $40 each and has to repaint them with a can of spray paint, which added $7 (plus labor) to the cost.
* The seller is not going to be selling these wheels any time soon. Perhaps offer to split the difference?
