I haven't done the job myself, but have read about it a number of times here. You should be able to find some write ups by searching. As I recall, it's a fairly tough and messy job, but definitely feasible at home and without taking the engine out.
It does sound like the rack, assuming the pump is working fine and not drawing air. Typically, it will be bad in the morning when cold and eventually progress to what you describe. It's a known fault and rebuilt racks have the problem corrected, in case you plan to keep the car another 25 years. I believe it was a bushing made of too soft material or something like that.
