Unless you have a four wire resistance measuring meter, you're going to get a very unreliable answer. You're trying to measure something on the order of 1.5ohms. If you've got a typical multimeter, and even if you zero out the lead resistance you're going to have an minimum uncertainty of +/-0.2 ohms just on resolution error (0.1 for the zeroing, 0.1 for the reading itself). Then you've got contact resistance, which you can't correct for at all. In the end, you're going to get a reading that won't be much better than just guessing based on fuse rating and common sense. You're much better off just hooking up 12V to the seat heater and measuring the current draw.
