In heavy rain and snow it is bright enough to keep people back to a safer following distance. I put it on in bad conditions and every time I see other drivers back off several car lengths.
More importantly, it's hot enough to keep snow from collecting on it in a blizzard, so you still have a very visible light in back. In really heavy snow the tail lights can become largely covered in an hour or less, but the rear fog stays bright. I remember one blizzard I was in coming across NY state and western MA to NH. Snowing a couple inches an hour. The back of the car would be covered in about 30 minutes, the tail lights hardly visible--except for the rear fog.
