Assuming it's not frozen and that nothing is broken off inside the lock, there's no way the passenger door can prevent the key from being put into to lock. The "gate" is just a little spring-loaded tab of metal, but it's not connected to anything that could prevent the key from being inserted.
But that's assuming it's all working properly.

I don't think there's a system that shuts down the door locks. Will the car start? If so, the anti-theft system is working OK.

Have you used the switch on the console to actuate the locks? What does that do? (I suspect it doesn't help). I think the control unit on the '91s is same as in other models... above your feet in the driver side footwell.
I'm thinking there's maybe a combination mechanical and electrical issue.
