I had one of my cars up on jacks today, cleaning the the underside in prep for underbody coating. I had the parking brake on, and noticed that the rear left wheel spun freely. I looked at the mechanism on the caliper and noted that it didn't change position from lever pulled or released. I backed off the adjustment at the lever to make sure there was slack, sprayed the mechanism on the caliper with penetrant, worked it back and forth until the spring was effectively returning it to neutral position. Now the problem is, after adjusting it to the limit at the lever, with the lever pulled, I can still turn the wheel by hand. It doesn't spin freely like before, but there's barely any clamping force at all. Is there any further fixing or adjusting to be done, or does remedying this require a new caliper?
