This is the rebuild job you have finally gotten back in and are wanting to start to check it out and prove you did a good job? Bummer.

I'd assume, good battery, properly charged, terminals connected positive to positive, neg to neg? CPU cable properly plugged back in and all back in place in aquarium? Positive cable, to starter and alternator, properly bolted down on terminal block above battery? Skinny wire to starter solenoid plugged onto its terminal?

You can, reaching down in with an old wrench or a big screwdriver you don't care much about, jumper the starter solenoid-to-starter motor big terminals and force starter to turn, if you want to check it out, but be careful ignition isn't on, and nothing else in way that would suffer, and careful not to bridge it to ground and brace yourself for a shower of sparks if so. Or rig up a starter bump switch, from little push-on terminal to the positive terminal at top of solenoid, to do the same in a controlled way.

Is this auto or 5-speed? (When I did this on an automatic, I failed to keep torque converter deep enough into tranny on reassembly, and it had slid out and unmeshed, and was sitting just off from proper position to slide back in. I didn't catch it and tightened bell housing bolts up all the way and it was jammed so bad the motor didn't want to turn over. Loosened all bolts, undid bolts to flex plate, and turned torque converter and it popped down in where it belonged and never the worse for it. But it was embarrassing. But your problem doesn't sound like mine.)

You seem very methodical and from your pix you do great work, and dare to tackle big stuff. I'd say, think, and make sure you reattached all wires etc. that could be related. Does it, as I asked in the title, seem as if in other respects it's ready to run?
