I chased that gremlin for years and swapped a few relays, but it turned out to be a loose connector at the base of the stalk itself. Make sure it isn't corroded or has come loose.
A few torx head screws on the underside of the clamshell housing (make sure you just the adjuster to pull it all the way out) and it will be visible. Also a good time to adjust your steering column adjuster in case yours fails to stay put.
