I agree that a manual system is actually better, but the Saab ACC is pretty good considering it's in an old car. Yours may need a calibration. The instructions are in the owners manual. Also, clean out the cabin air fan (behind the "bulls-eye" below the seat heater switches. That can make a difference in how well the system works.

Next, program it. Instructions also in the manual. You can set it (like my daughter does) to come on at a very low fan speed at start-up, with the air directed where you want it to go--feet, dash, defrost. She spent 4 winters in Farmington, Maine in her '95 CS with no issues except when the ACC died completely. A $100 used one fixed that! My '96 has been fine in NH for the past 8 winters.

The fan button is not a toggle, but progressive. Keep holding the button to increase or decrease fan speed. Read the manual.

As others note, a lot of moisture in the car, snow and ice in the area below the windshield, etc., will effect how the system works, but this is true for almost any car. It's just physics, and if a couple of warm humans get into a cold place (the interior of a car) on a cold, snowy day, the climate control system --manual or otherwise-- has to work hard to displace all the moisture, and it doesn't happen instantly.
