Your procedure is missing what I consider a key step.
2.5 Either remove the rear seats and brackets so you can lift up the carpet and get direct access to the bracket and double c-clamp that holds the brake cables, or just cut a small amount of the carpet so that you can lift it up and access it that way. Remove the two T25 screws holding the steel cover, and reveal the bracket beneath (you'll need to prop it up with something if you chose the latter option).
If you don't do that, you'll probably spend hours trying to get the new cable through the notched hole, especially the driver's side; you have to get it through two layers of notches, and the angle is such that you can't just push it or pull it in there. I have no idea how you managed to do it, maybe you just got lucky. I literally spent 3 hours trying to get it on before I decided to get better access, after which it took 30 seconds.
