It could be related. OBD2 is considered more accurate than the alternative (using a machine that analyzes the exhaust stream) because OBD2 monitors emissions under all driving conditions. Maybe the place down the street has an exhaust sniffer, and that is why they recommended that you go there.
The best way to confirm that a monitor hasn't run is with an OBD2 scanner that plugs into the port located below the steering wheel. If you don't have a scanner, then many places that sell auto parts will loan you a scanner.
There is a chance that one or monitors hasn't run on your car if any of the following happened recently:
1. The battery was replaced.
2. The battery was disconnected during a repair.
3. The fuse that supplies continuous power to the ECU (#23) has been removed.
4. The check engine light has been reset.
The above events set all monitors back to not run status. It takes two drive cycles for all monitors to go into ready mode if all emissions related systems are in good working order.
