Pulled plugs trying to figure out smoke on start up.

Blue smoke out exhaust (burning oil) only for a about 5 seconds on start up then no smoke. This only happens after the car sits overnight or all day at work. I pulled the plugs and all four looked exactly the same... They all had significant deposits built up and black oily color. Also, looking into the cylinders I could see oily wetness and deposits built up on the piston heads :/ To me it smelled like gas but I had just started the car for a second to move into a flatter spot...
Anyway, I just had the head gasket done along with a valve job (on a used head) and am very disappointed to see the engine in such rough shape. Given the fact that all plugs/ cylinders were equally crappy looking, is it safe to say that my turbo is toast and its not a problem with the work I had done or something related to valve guides/ valve oil seals? I separated the air intake from the throttle body elbow and there was some oil residue in there but not much. What is my next step in diagnosing a bad turbo? It seems to be a bit louder (whining/whistling noise) lately getting into boost and power seems down.
ANY input appreciated
