Check the pipes going to and from the heater core, are they hot?
If so, then its most likely your heater matrix thats either clogged or broken.
If the coolant is clean, then the heater core has probably failed internally, the plastic wall between the intake and outtake on the matrix can disintegrate internally meaning the coolant does a short circuit and doesn't flow through the matrix properly. The result is lukewarm air.
This is what happened to me and I replaced the matrix, which isn't really a bad job and now there is more than enough heat.
In my experience, you don't need to bleed the matrix
