Its likely the bolt holding one end of the strap is so rusted it will need replacement. If so you'll have to expose inside floor. Also when tigtening strap down on bolt side make sure to keep other end firmly in its retaining bracket. Mine slipped slightly and I'm gonna need to reloosen and get the strap back completely over that retaining bracket.
