I've dealt with the abs on two 88s and an 89. I believe your 91 is similar, but a later version. The symptoms indicate that you have lost assist because the pump and/or the accumulator aren't up to it. The classic test is with the car idling jab the brake pedal repeatedly until the light comes on. Give it a break and try again after the light goes off. I believe 12-15 jabs indicates a healthy pump and accumulator. I have had acceptable brakes as low as 8. A dead accumulator will burn out the pump.
You probably realize that this is potentially very dangerous if you're having this happen intermittently. No way you can push on the pedal hard enough to stop the car in a reasonable distance at anything faster than 20mph or so.
