Mine did exactly that: Refused to turn off... a sporadic symptom too, just to add interest to one's drive. Only pulling the fuse from the panel down under the Airbag worked. Not fun in traffic.
Don't know anything about your uncooperative single headlight wiper though.
One 'could' unplug the headlight wipers (I would, without hesitation) as IMO they are pretty well decorative/useless, most certainly so if their rubber blades are teenagers, like mine :-)
But IF the Windshield wipers refuse to turn off, it's likely due to the wee plastic ramps that operate those funny silvered dumbells inside the switch. I believe these make / break circuits and trigger the relay into the desired action. Metering will not show that fault.
This wear is NON repairable in any practical way.. but you can try for yourself :-) those ramps need to be intact/unworn to pulse the funny little dumbell contacts.
Simplest solution is a known good or preferably 'New' switch assembly.
