If the circuit board is more than a two-layer board (front and back plating only), then do not drill any holes as you may encounter other other circuit traces or a ground plane in the inner layers of the board, leading to inadvertent connections or shorts. For something simple like the seat controller, this should not be an issue, but it is likely on the ECU.
Now that I'm thinking about it, if the components have through holes, the best fix is to install a piece of thin insulated wire from one component hole to the other, overlapping the original trace or bypassing it with a shorter path altogether. Glue the wire to the circuit board with a few drops of superglue.
