This is completely false. If you're talking about doing it by feel, then yes, the same amount of force will double the applied torque with double the length. With a torque wrench, the effect is the exact opposite. A click type torque wrench will click at a lower applied torque the further away from the fulcrum you apply the force. Setting a torque wrench at 65ft-lb and doubling the length of the handle via a pipe or some such will actually cause you to apply less than 65ft-lb, not double. A digital torque wrench might be a different story, I'm not familiar with the measurement principle used on that type of wrench.
