Check for ground on the ground side of the bulbs. If that's no good, the ground point is located under the left rear seat. If it's good, the other brake lights work, and you've checked the bulbs, then it's either the filament monitor or the wire connecting the filament monitor to the bulbs. It's the white wire, you can check for continuity, or just check to see if there's 12V at the filament monitor end of the wire. My bet is on the filament monitor itself being the issue. Take it out, look for corroded traces on the back of the board. If you find any, you can repair/replace them with wires. It's a rectangular, plastic box under the carpet in the hatch, near the power antenna motor.
