Actually, the lower radiator hose does not get as hot as the upper hose, so they don't go bad as fast, if ever. I replaced the original part on my then-16-year-old car when I replaced the radiator (didn't have to cut off the clamp!) "since I was in there" and had the part.
That said, you have the hose, you are draining the radiator, and you have your tools out and the hood open, so there will never be a more opportune time to replace it. Use a Dremel tool with a cutoff wheel and the clamp will be off in seconds - cut near the screw mechanism where there are two layers of clamp, be careful not to cut into the radiator.
