You have to find the two torx screws that hold the grille on. There is one on each side, about 2.5 inches inboard of the top inner edge of the headlights. The rubber gasket on the underside of the hood is in the way, so it will take some groping to find the screws.
Once you get them off you can remove the grille and get at some of the mechanical parts of the release mechanism.
You may need to align the catches for the cone-shaped "pins", do some lubrication, play with the cable and the movable "stops" that are screwed onto it, or adjust the cone-shaped pins by screwing them in or out.
I assume the cable is still connected to the release lever under the dash--and that the release lever is not damaged.
