I'm not sure but since your 95 9000 is the T5 fuel injection system it does not have prime signal at every turn on of the key like the T7 system in the 9-3/9-5. It only have one initial prime.
The fuel pump is suppose to feed itself with fuel since the pump return line runs into an ejector style pump wheel that will fill the basket as soon as the return fuel is coming back to tank.
The pump basket, I would think, should be leaking enough so that some fuel finds it's way into the basket letting the pump at least get some to start with making the whole cycle come to life.
Did you also replace the fuel filter?
Maybe you didn't crank the engine over long enough for the whole system to fill up and creating fuel pressure since just turning on the key several times wouldn't work on the T5 system.
