I would start with the basics, making sure all fuses related to the alarm are working. Alarm system fuses aren't documented, but they are believed to be 13, 16, 19 and 22.
Also, Saab value engineered the central lock controller in model years '95 and up by putting weaker relays inside it. It will cause trouble sooner or later, and there are connections between it and the alarm system. The cure is to remove the '97 Aero controller and replace it with the controller from your '94.
The alarm controller is not failure prone. You should assume for now that it is not the problem.
If I recall correctly the alarm horn (not the regular horn) should beep once when you lock with the remote and twice when you unlock with the remote.
