Looking into AIC, what should I see?

Finally doing the head gasket on my '96 CS, and with all things off I decided to give the IAC or AIC or whatever, a solvent bath.
I expected to see a shutter or valve window that would turn if pried, and since car had no idle problems whatever I thought mine would be fine.
But looking in, from one side I see a tall slightly curved wall with a thin vertical slit. Fine, the shutter wheel, only when I pry on it it doesn't budge, with gentle force anyways. And I plugged one side with my thumb and poured in solvent (from an ancient bottle of Gumout carb cleaner) but even after letting it soak for a few minutes, still get no motion.
I'm going to assume the Gumout has lost some of its more volatile and penetrating components from evaporation over the years. I'll try some fresher solvent, plug one port of the AIC with a cork and let it sit.
I'll report back.
